I have wondered if it would be possible to make a small gearbox to put in series with the speedometer cable to give a 10% reduction.  A small 10-tooth Nylon gear on a short cable on bottom of speedometer driven by a 9-tooth gear on top of main cable.  A slight offset in the cable would not be seen or matter as it would be hidden.  I have also considered a 9-tooth gear inside a 10-tooth ring gear (teeth on inside of ring), but I am not sure I could make it and have it mesh properly, but that would give almost no offset in the cable.  That would probably require a non-standard gear tooth shape.    GA-DK

A simple gear system with two spur gears won't work.
The rotation of the driven gear will be opposite the driving gear so the speedometer will be running backwards.

The internal ring gear system would work if the smaller internal driving gear location was fixed but with only 1 tooth difference in size I don't think it can be done.

on my Vespa I simply pulled the speedo needle off its shaft and stuck it on a little lower down the scale.

So what's the deal here. As for as I can tell the speedometers are accurate. At least mine is. I tested it against my Honda Insight and 35 mph matched up with the cars digital read.

I think they are calibrated for a 19" wheel. That makes us C5 riders think we are going faster.

Had never ck'd mine before. A few weekends ago I was following my wife & turns out 70mph = 65mph for the van. Good enough for me

Yeah,I  don't care either.The thing is off,tho'.And never steady,try not to look at it much,get dizzy.Mite replace it with a tacho.

If your speedo needle is waving around, try lubing the cable. that will usually smooth them out. get some speedo cable grease from you local auto parts store. Leave a couple of inches dry at the top of the cable, you don't want it getting into the speedo.
