This is the agency that caused children's dirt bikes etc to be taken off the market. Dealers who had them in inventory had to remove them from the floor and eat the money invested. Apparently there is some lead in the alloys that make up frames and maybe engine cases. The fear is that some child is going to eat his/her engine or bike frame.I am sure it was a case of unintended consequences. What was amazing was that they didn't back away from the rule when it became obvious that it was silly. Finally after a lot of wrangling they agreed to delay implementation.
  The intent of the law is admirable and I am sure comes with good intent, but where did common sense go?
